Chronopolitan is basically "What if the Doctor was a selfish man with no regard for people?" The general idea of such a character was what inspired me to create this one.
Personality
On the surface, the Chronopolitan seems rather...daft. He's inattentive, focuses on things that most people would consider irrelevant, he remarks on events that haven't happened, or events that never did thanks to temporal meddling. He doesn't seem to take life very seriously.
This is a facade. The truth is that he has a cunning mind, an understanding of Time that rivals or exceeds the Menders of Ouroboros, and is smart enough to conceal what is likely lifetimes of knowledge. He's hinted that he's older than the age of the universe, and that he comes from a time where science and magic are so advanced that the two are interchangeable.
Of course, this truth may be masking deeper, more malevolent truths-but if so, there's been no sign of it. Perhaps the deepest truth is that what you see on the surface is who he'd prefer to be.
Powers
The Chronopolitan's powers seem to be technologically based, and are products of his travel through time. It's worth noting that he has not yet revealed his methods of time travel-if he uses an Aspect from the Pillar of Ice and Flame, or if he uses a time portal, or even if he uses some other means that the people of this time era have yet to imagine. Despite this, he uses his abilities with practiced familiarity.
Time Manipulation
The Chronopolitan is able to manipulate the flow of time, either accelerating it, decelerating it, or adjusting its direction. Thus, he can slow down an enemy or speed up a friend, or even heal his allies to an extent by reversing their local time to a point when they weren't injured. HOW he does this, he doesn't say.
Beam Rifle
The beam rifle he carries is actually constructed from a swarm of nanobots that constantly surrounds the Chronopolitan's body. Unnoticeable except in combat, the swarm coalesces into the beam rifle which allows him some offensive kick along with his temporal manipulation ability.

The Chronopolitan has a couple other abilities, related to his temporal control.

Character History
A time traveler does not reveal his true name. To do so is to hand enemy time travelers the key to defeating him. This time traveler chooses to use the name "The Chronopolitan", and claims to be from an indeterminate point in the future-a time he will also not reveal, refusing to narrow down the era of his birth. He will not even admit to how he travels through time. What is known is that he is amoral, unscrupulous, and isn't afraid to break cause-and-effect for his goals-whatever they may be.
As far as this era is concerned, he is very interested in an artifact he refers to as "the Constant", which he claims was there at the beginnings of the universe, and at the end, and has remained unchanged in all of that time.
