Bill of Borg is an officer in Starfleet, assigned to the Corps of Discovery. He is a Liberated Borg from Hugh's branch, and is the captain of the USS Drake.
Personality
Bill initially comes off as a typical Borg, complete with odd head twitches and a disconcerting stare, as if he's trying to interprest commands to a central processor. This impression wears off when he begins to speak; while he uses precise diction, the tone of his voice has a greater warmth than one would expect from a species known to just assimilate other cultures.
As a starship captain, he maintains a laser-focus on the task before him. As his ship is a combat vessel, he is always careful to determine how best to apply its strengths. He is unhappy that he has few opportunities to engage in scientific exploration, he accepts that at this point in time, the Federation needs battle-tested commanders more than it needs another scientist.

Hobbies/Pastimes
Bill will spend his spare time reading scientific journals on stellar formations. While he is frequently unable to engage in direct studies at this time, he does try to keep up with the current literature.
Bill is also trying to master several different styles of dance in an attempt to help ease the perception that he is an emotionless part of the Collective. He's having dubious success.
Political Ideology
Bill is all about the common good. A remnant of his Borg upbringing/programming, he believe in finding a path that is good for all-or failing that, the greatest good for the greatest number.
