Gamma
Gamma was a new character designed for use in the AEF (later changed to the Champions after the main Avengers team closed down the AEF along with the West Coast team). He was elected to serve as the team's first chairman, and continued to have the respect of authority figures as a result. A good thing, since his stats were mostly below-average for the game (but with a pretty hard-hitting power). Despite his name and powers, I never did manage to get him to go up against the Hulk.
