Sometimes the law is helpless to act, even when it identifies the guilty. It follows, therefore, that sometimes it is necessary to act outside the law, to shame its inadequacy, to pursue a natural justice. I'm not talking about vengeance. Revenge is not a valid motive. It's a tawdry, emotional response no better than the act that provokes it. I'm talking about...punishment

I had introduced the character of Warden Decker during a Hyperion Force RP storyline as a contact for the team when they needed to question villains captured earlier in our stories. I envisioned him as the head warden in a job with a high turnover, given the regular breakouts going on there, and at one point, after two HF villains escaped, I did indeed have him sacked. I gave some thought into what might have happened to him afterward, and thought he might wind up similar to the Punisher of Marvel Comics. Thus, Judgment Rites was born.

Personality

As a warden, Decker was a fairly reasonable man, willing to work with the heroes of Paragon City to make their jobs easier-and to keep the villains captured in the Zig off the streets. Unfortunately, that man is gone now: the breakouts and the firing changed his opinions on crime and punishment substantially. Now, Decker is a single-minded hunter of criminals who have-one way or another-evaded the law, and no longer sees incarceration as an option. For people as dangerous as the empowered, there's only one solution: execution.

It's only a matter of time before his personal life is discarded in favor of Judgment Rites.

Powers

Decker has no powers. He does have one bit of high technology...and a good old fashioned bit of firearms.

Assault Rifle

This AK-47 is restored to military grade, thanks to a lot of Internet research. It's not fancy-it sprays bullets.

Energy Manipulation

Decker did take one souvenir from Longbow: a pair of energy gauntlets that allow him to fight in close combat when he needs to, giving a lot more power to his punches.

  • Association of Heroes: This loose coalition of heroes is less a team and more a group of individuals who occasionally work together. The group hopes to leaven Decker's more lethal tendencies, but this seems like a task doomed to failure.
