History

The Project's scope is global in nature. While most of the individuals with abilities in the "superhuman" range tend to congregate and act in a centralized location (eg. Paragon City, the Etoile Islands), the Project is envisioned to act anywhere on the planet. This includes all points below the surface of the planet to all points in high-Earth orbit. The Project is a registered Supergroup with the Federal Bureau of Superhuman Activites (FBSA), and the backers of the Project have ensured that the Project will have the authority necessary to act in nations beyond the United States.

Hierarchy

Sylph

The Project was run similar to a corporation in many ways. The face of the project administration was a woman known only as "Sylph", who reported to an unknown personage (later revealed as Justin Sinclair). Reporting to her was a group of special agents who worked behind the scenes to assist the primary members of the Project. Without powers or special abilities, they nevertheless risked their lives and sanity to bring potential dangers to the attention of the Project-or locate promising new candidates to join the Project.

The Agents are the men and women who do the fieldwork. They go out to the most remote towns or the most populated cities to learn what they can in their research. This information is then sent to Field Analysts who determine how best to use the data, and offer recommendations to Sylph. If she approves a course of action, one can be sure it's because a Field Analyst has done their job well. The roster of agents included Agents Black, Johnson, Jacobs, White, and Vermilion. Field Analyst Robinson was one of the leading analysts of the Project.

The team of superhumans, for most of its known career, had no official leader, but Viktor von Dresdin eventually demonstrated the qualities desired and was officially given the title prior to the Battalion War.

Caucasus Point

Caucasus Point Upper Levels

The Caucasus Point building is owned by Omnicorp Properties, a company that is at the forefront of the rebuilding efforts in the Overbrook neighborhood, in Paragon City, Rhode Island. The building was completed in 2011, and has quickly been populated by a number of influential law offices, such as Green and Fazzio, Kent and Sons, and McKenzie, Brackman, Chaney and Kuzak.

Of more interest is the top three floors of the building, which have been purchased by the backers of the Project for use by the superhumans recruited by the Project. The floors contain the usual amenities, including a separated power generator independent of the city grid, a Crey supercomputer, and equipment suited for experts in high technology as well as masters of the mystic arts. The Project also has permits to install teleporters, allowing it to access the considerable web of teleportals connecting the various neighborhoods in Paragon City. A special teleporter also allows two way access to most locations in the Western Hemisphere.
